House of Peers
The House of Peers is the upper chamber of parliament. Members of the House of Peers are appointed by the sovereign at the advice of the Chancellor and serve for life. Only peers of the realm may sit in the chamber so when appointed the candidates must already be peer or upon appointment been raised to the honour of a peerage. By convention, when raised to peerage the candidate it only raised to the degree of Baron or Baroness.
The House of Peers act as a chamber of sober second thought were they may review and be critical of government business that had been rushed through the House of Commons by career politicians with very little expertise in a given field. As such, if the chamber finds grave concerns with a bill they may send it back tot he House of Commons for further review, this does no go for money bills. Very rarely does legislation start in the House of Peers.
Seldom, the Chancellor will recommend members of the House of Peers to the cabinet.
